If a mole is mutated cells, then why is a mole that gives skin cancer different?

A mole is not necesarilly made of mutated cells. The cells of a mole (as well as thos in a scar) are just arranged differently from the skin around the mole. Cancer moles are actually made of different cells, cells that mutated and grow without any control.
